Lt. Smith played pro football with the Montreal Alouettes, relocating with the team from Baltimore when the franchise was transferred to Montreal in 1996. When his career with the Canadian Football League was over, Smith returned to Montgomery Village, Maryland. With a degree in criminal justice from the University of Maryland, he aspired to work for the FBI or CIA. But age restrictions prevented that. A firefighter soon began selling Smith on the idea of pursuing a career in that field. It was no easy task. Smith filled out an application, took a written test, had an interview and underwent a background check. Then came numerous physical exams, including one called the Candidate Physical Ability Test, during which an applicant has slightly more than 10 minutes to complete a nine-obstacle endurance challenge.
Smith was then hired, although he still had to complete a six-month course at the Public Service Academy — three months of emergency medical service followed by three months of fire and rescue. Smith was promoted to lieutenant last February. And two years from now he will apply to become a captain. “It was the perfect transition, going from one team to another.” When the alarm goes off, he still gets that adrenalin rush. He really doesn’t know what he’s going into. It can be an EMS or fire call. According to Smith, lives never are risked for property. As a lieutenant, Smith works a 10-hour shift, four days each week. The county is split into five battalions, encompassing 38 stations.

After graduating from Catholic University of America in 1974, Mr. McCarthy taught at Good Counsel High School in Wheaton, Maryland. While teaching, he attended law school in the evenings at the University of Baltimore. He graduated and was admitted to the Maryland Bar in 1979. Mr. McCarthy joined the State’s Attorney’s Office for Montgomery County in 1982. He has served as the State’s Attorney for Montgomery County since 2006, currently in his fourth term. Prior to the 2006 election, he served as the Deputy State’s Attorney for 10 years.
Mr. McCarthy was the first Maryland prosecutor elected to the American College of Lawyers in 2008, the highest honor a trial lawyer can receive in America. He was elected to the Youth Coaching Hall of Fame in 2007 for Washington, DC area and received the J. Joseph Curran award for Public Service in 2010.
Mr. McCarthy is a former President of the Montgomery County Bar Association and the State’s Attorney Association of Maryland. He currently teaches at Montgomery College as well as at Johns Hopkins University.
The MCCAAA has created this initiative to give a care package to each officer in the Montgomery County Police Department. Using our donations we purchase items that officers may need in their day to day work, pack bags and drop them off to the officers at their district stations. The next available Citizen Academy runs from May 6 to August 12, 2025. The academy is held on consecutive Tuesday evenings from 7:00 p.m. to 9:30 p.m. for 15 weeks. The academy is held at the Public Safety Training Academy located at 8751 Snouffer School Road in Gaithersburg.The Montgomery County, Maryland Citizen Academy (CA) began in 1994 and is an extension of the Department’s community policing efforts. Citizen Academy participants learn how the police department works, and gain a better understanding of what the department does and what is required for police officers to effectively perform their duties. The Montgomery County Citizen Academy Alumni Association (MCCAAA) is for graduates of the Citizen Academy and holds monthly meetings with speakers on subjects relating to public safety in Montgomery County, Maryland. MCCAAA is a 501 (c)(3) organization, which means it is a charitable organization, eligible to receive tax-deductible contributions.
MCCAAA holds monthly meetings on the third Thursday of each month, from September through May. Meetings also take place at the Public Service Training Academy, 9751 Snouffer School Road, Gaithersburg. All meetings begin at 7 pm unless otherwise noted. There are no meetings during the summer.
